"As you may be aware, the council has secured £5.6m through the Local Authority Delivery Scheme to offer low-income homeowners in Leeds free solar panels or home insulation. We are writing to ask for your help in spreading awareness of the scheme to ensure that Leeds can make the most of the funding ahead of the scheme’s closure in March.
The eligibility criteria is quite strict and we have received feedback from some residents that they initially did not believe the scheme to be real or council affiliated. We have taken a number of steps to address this issue. We have increased the prominence of the LCC logo on our communications, secured press coverage in trusted local media and shared real-life case studies from residents who have benefitted from the scheme. We believe it could also be helpful to have Members consider spreading the word.
To apply, residents must own their home and have a combined household income of less than £30,000 or receive certain benefits. Before work can be installed, Better Homes Yorkshire will also need to confirm that the property is eligible to receive funded upgrades (EPC D-G) and is of suitable construction for solar panels and/or insulation to be installed.
The scheme is designed to upgrade some of the coldest and most expensive to heat privately owned properties. In addition to homeowners, landlords may also apply and receive subsidised green improvements if their tenants meet the above requirements. Landlords will be asked to contribute one third of the total cost up to £5000.
